Gansu Province is in the process of formulating the plan for the implementation of non ferrous metal reserves in Gansu Province. The varieties and total amount of non-ferrous metal reserves are 436000 tons of non-ferrous metal products, including 80000 tons of copper, 300000 tons of aluminum, 40000 tons of zinc, 15000 tons of nickel and 1000 tons of cobalt. The reserve period of non-ferrous metals is tentatively 7 months (from May 1, 2020 to December 31, 2020). After the expiration of the reserve period, determine whether to terminate or extend the reserve period according to the market situation. The funds needed for non-ferrous metal reserves shall be provided by the deposit bearing enterprises with loans from the banks in the form of product pledge, etc. The interest and storage fee incurred during the period of collection and storage shall be subsidized by the funds arranged by the provincial financial budget. SMM interpretation: according to SMM research, local enterprises in Gansu Province have received relevant notice. This rumored collection and storage is not the state collection and storage, but the commercial collection and storage (the state provides low interest funds, encourages enterprises to purchase by themselves, and the profit and loss are responsible for themselves). Moreover, this plan is still in the process of soliciting opinions, and no official document has been published yet. According to SMM, due to the relatively normal operation of domestic electrolytic nickel enterprises, the intention of enterprises themselves to look forward to storage is not strong. SMM data shows that in 2019, the output of electrolytic copper in Gansu Province is 530000 tons; the output of electrolytic aluminum is 2201000 tons; the output of refined zinc is 3500100 tons; the output of electrolytic nickel is 132000 tons, accounting for 83.8% of the national output of electrolytic nickel.
